Property Stabilization Manager – Washington, DC
We are seeking an experienced Property Stabilization Manager to lead turnaround and performance recovery efforts across distressed multifamily communities. This is a high-impact, operationally focused role designed for a seasoned leader who thrives in stabilization environments and drives measurable results in occupancy, collections, compliance, and team performance.
This position reports directly to senior leadership and plays a critical role in improving asset performance, optimizing NOI, and strengthening on-site operations.

Key Responsibilities
Occupancy Stabilization
  • Develop and execute aggressive occupancy recovery strategies, including targeted outreach, marketing optimization, and leasing workflow improvements
  • Analyze leasing and traffic data to identify bottlenecks and improve lead-to-lease conversion
  • Oversee leasing activity, certifications, recertifications, and move-outs to minimize vacancy loss
  • Enforce unit turn timelines and ensure move-in readiness
  • Implement retention initiatives, resident engagement programs, and incentive strategies
  • Ensure full compliance with Fair Housing and Affirmative Marketing requirements
  • Maintain expertise in affordable housing programs, including LIHTC and Section 8
Rent Collection & Financial Performance
  • Drive improvement in rent collections, delinquency reduction, and recovery of aged receivables
  • Implement consistent collection procedures, including daily reporting and payment plan tracking
  • Partner with site teams to strengthen resident communication regarding rent obligations
  • Review collection and deposit data for accuracy and alignment
  • Oversee AR/AP functions, move-out reconciliations, and security deposits
  • Collaborate with leadership on budgets and variance analysis
  • Track KPIs related to collections, delinquencies, and evictions
Compliance & File Management
  • Conduct in-house audits and ensure ongoing file readiness for investor and regulatory reviews
  • Ensure timely and accurate submission of all required affordable housing reports
  • Verify rent and income limits and proper set-aside tracking
  • Attend court proceedings and manage eviction documentation as needed
  • Oversee annual file purging in accordance with retention policies
Maintenance & Asset Preservation
  • Support maintenance operations to ensure service standards are met
  • Assist with vendor bidding, contract approvals, and compliance
  • Promote cost controls and inventory management best practices
  • Ensure adherence to preventive maintenance schedules and capital planning
  • Monitor curb appeal and common areas to support occupancy goals
Leadership & Operations
  • Provide regular performance updates to senior leadership
  • Lead, coach, and support site-level teams across assigned communities
  • Conduct operational assessments and implement corrective action plans
  • Prepare and present data-driven reports for ownership meetings
  • Enforce office standards and regulatory postings
  • Conduct performance evaluations and support employee development
  • Participate in interviewing and staffing recommendations

Qualifications
  • High school diploma or GED required (Bachelor’s degree preferred)
  • 7+ years of multi-site multifamily property management experience (250+ units)
  • 5+ years of hands-on experience with LIHTC and/or Section 8 housing
  • Demonstrated success stabilizing underperforming assets
  • Strong leadership, communication, and problem-solving skills
  • Proficiency with property management software (Boston Post or similar)
  • Ability to analyze data and execute actionable stabilization plans
