Property Stabilization Manager – Washington, DC
This role is designed for a hands-on, results-driven Property Stabilization Manager who excels in turning around underperforming or distressed affordable housing communities. The focus is on improving occupancy, increasing rent collections, strengthening operational efficiency, and developing onsite teams to restore the property to optimal performance levels.
Position Summary:
Under the direction of the Regional Director or Vice President, the Property Stabilization Manager leads operations at designated communities to achieve measurable performance improvements. This position plays a critical role in optimizing NOI, enforcing company policies, ensuring full compliance with affordable housing regulations, and promoting resident satisfaction.
Key Responsibilities:
• Develop and execute aggressive occupancy improvement plans through targeted marketing, outreach, and leasing process optimization
• Monitor leasing activity, analyze conversion metrics, and implement strategies to reduce vacancy turnaround time
• Oversee leasing, certifications, recertifications, and move-out processes with a focus on accuracy and compliance
• Enforce timely unit turns, ensuring vacant units are rent-ready within established performance goals
• Implement resident retention and engagement programs to reduce turnover and promote community stability
• Ensure strict adherence to Fair Housing, Affirmative Marketing Plan (AFHMP), and LIHTC/Section 8 program requirements
• Conduct pre-audits of new move-in files to ensure quality and compliance standards are met
• Collaborate with maintenance teams to uphold property standards, curb appeal, and timely work order completion
• Coach, train, and motivate onsite staff to strengthen team performance and operational consistency
• Provide detailed performance updates, reporting metrics, and recommendations to Regional leadership
Key Focus Areas:
• Occupancy Growth: Drive leasing performance, minimize vacancy loss, and enhance resident retention
• Rent Collections: Enforce collection policies, reduce delinquencies, and recover outstanding balances
• Compliance: Maintain full LIHTC and Section 8 compliance and ensure audit readiness
• Maintenance Oversight: Support maintenance and vendor performance to preserve asset quality
• Leadership: Lead, mentor, and develop onsite teams to meet company and community goals
Qualifications:
• Minimum 7 years of experience in multi-site residential property management (250+ units)
• At least 5 years of experience with affordable housing programs (LIHTC / Section 8)
• Proven success in stabilizing distressed assets and improving financial performance
• Strong leadership, communication, and analytical skills
• Proficiency with Boston Post or similar property management software
• Comprehensive understanding of the Washington, DC housing market, including court systems and Fair Housing laws
