Regional Property Manager – Louisville, KY
  • Looking for a Regional Property Manager specializing in Project-Based Section 8 and the Low-Income Housing Tax Credit (LIHTC) program.
  • Oversee affordable housing portfolios to ensure financial profitability, physical asset preservation, and strict regulatory compliance.
  • Directs operations for a assigned portfolio of affordable housing communities.
  • This leader supervises site teams, manages budgets, and serves as the primary liaison between ownership, staff, and regulatory agencies.
  • Enforce program guidelines for HUD Project-Based Section 8 and IRS Section 42 LIHTC programs.
  • Monitor file quality including annual recertifications, Tenant Income Certifications (TIC), and utility allowances.
  • Lead audit preparation for Management and Occupancy Reviews (MOR), Real Estate Assessment Center (REAC) inspections, and state housing finance agency reviews.
  • Develop annual budgets for each property within the assigned affordable housing portfolio.
  • Analyze monthly variances to optimize Net Operating Income (NOI) while maintaining program affordability limitations.
  • Approve capital expenses for major property improvements, modernizations, and emergency repairs.
  • Monitor rent schedules and oversee HUD rent adjustment submissions (OCAF or Budget-Based).
  • Supervise site staff including Property Managers, Maintenance Supervisors, and regional compliance specialists.
  • Recruit and train personnel on affordable housing policies, fair housing laws, and safety protocols.
  • Minimize portfolio vacancy by auditing marketing strategies, waitlists, and application processing turnarounds.
  • Resolve escalation issues involving resident grievances, lease violations, or reasonable accommodation requests.
  • Minimum 3 to 5 years of regional multi-site property management experience specifically within affordable housing.
  • Bachelor’s degree in Business Administration, Real Estate, or a related field is preferred.
  • Certifications & Technical Skills
  • Affordable Housing Credentials: Required certifications such as Certified Occupancy Specialist (COS), Registered Apartment Manager (RAM), or Tax Credit Specialist (TCS).
  • Advanced skill in industry-standard property management software.
  • Ability to interpret complex financial statements and regulatory matrices.
  • Strong written and verbal skills for negotiating with vendors and presenting to state agencies.
  • Flexibility to travel frequently to conduct site inspections and staff audits.
  • Comp: $90-95K
