Develop annual budgets for each property within the assigned affordable housing portfolio.
Analyze monthly variances to optimize Net Operating Income (NOI) while maintaining program affordability limitations.
Approve capital expenses for major property improvements, modernizations, and emergency repairs.
Monitor rent schedules and oversee HUD rent adjustment submissions (OCAF or Budget-Based).
Supervise site staff including Property Managers, Maintenance Supervisors, and regional compliance specialists.
Recruit and train personnel on affordable housing policies, fair housing laws, and safety protocols.
Minimize portfolio vacancy by auditing marketing strategies, waitlists, and application processing turnarounds.
